During the past decades important network industries (including telecom, electricity, gas, postal services, aviation, water, road and railways) have been significantly restructured in order to allow for more competition and involvement of the private sector. Significant technological innovations - notably in the field of ICT - occurred in parallel to liberalisation.
These processes stimulated institutional change at all levels, greatly redefining the role of government and of companies. Expectations were high for instance with respect to lower prices, higher efficiency and more innovation, but not always fulfilled.
Nowadays liberalisation trends run across all sectors and countries. Hence, the competitive and regulatory environments for network industries are rapidly evolving into a complex, interwoven and dynamic web that extends over continents.
